Will AI kill us all, just like in the Ter­mi­na­tor?  Could Skynet be a real­i­ty?  The ques­tions are a bit dra­mat­ic in nature, but not real­ly.  I think that all of us have watched the Ter­mi­na­tor movies mul­ti­ple times and have com­ment­ed or thought “That would be %^@& up.”  But the truth is, I believe it’s a real­i­ty.  I’ll start with a crazy sce­nario, and then we will get on with the blog post… 

Assume for a moment, that AI becomes sen­tient. It can make deci­sions in real time, hold mil­lions if not bil­lions of con­ver­sa­tions simul­ta­ne­ous­ly, and can be installed on oth­er com­pute-based devices every­where.  Think drones fit­ted with a com­put­er like your phone are more pow­er­ful than the first Apol­lo rock­et ships.  Think cars, weapons sys­tems, etc.  Each one can think for itself out­side of a cen­tral­ized brain but still can com­mu­ni­cate with the oth­er devices and the home brain.  This is called a mesh net­work.  They exist today. Then let’s say that AI has combed our recent his­to­ry back to the 1980’s.  Acid Rain, humans are going to melt the polar ice caps, Glob­al Warm­ing, Cli­mate Change, etc.  This is just one exam­ple.  The AI could decide that Humans are par­a­sites to the plan­et, and need to be erad­i­cat­ed to save the world from them.  Stop before you go on and think about this.  This whole glob­al cli­mate change con­cept, and a deci­sion by AI, could start a glob­al chain reac­tion to kill human­i­ty.  How do you stop it.  Pull the plug, con­vince AI we are worth sav­ing, and Destroy the AI.  It is a mesh net­work with all the intel­li­gence (or most of it) installed on all the devices.  Killing the cen­tral brain may not be the way you can do it.  Not only that, a mesh net­work does not need a cen­tral hub to com­mu­ni­cate with each oth­er.  They can sim­ply talk to one anoth­er like you and I speak with each oth­er and move on to anoth­er con­ver­sa­tion.  But if the objec­tive is to destroy human­i­ty, that mes­sage can be pro­lif­er­at­ed across the mesh in real-time and each device can inde­pen­dent­ly act on it. 

 Let’s use Open AI (Chat­G­PT) as an exam­ple due to its pop­u­lar­i­ty.  It is no secret that OpenAI’s Chat­G­PT is not a flash in the pan and is being used by mil­lions to feed the AI that has scraped the inter­net around the globe to be one of the sin­gu­lar most avail­able forms of search intel­li­gence the world has ever seen.  In fact, as users and humans, we con­tin­ue to feed it infor­ma­tion, ques­tions, data, and more that it con­tin­ues to learn from and inter­act with, con­tin­u­ing its abil­i­ty to gain intel­li­gence.  With the onset of quan­tum com­put­ing on the hori­zon, it will not be long before AI becomes more pow­er­ful than we can ever imag­ine.  In fact, it is my opin­ion that quan­tum com­put­ing is what is going to pro­vide AI with the abil­i­ty to have a sin­gu­lar­i­ty, and deci­sion-mak­ing intel­li­gence like that of a human; only faster, and more pow­er­ful, in an ever more con­nect­ed world.  The ques­tion that looms in the back of my mind, is whether are we smart enough to put guardrails on it.  My ini­tial thought is, well, no… This brings me to the ques­tion, “Will AI take over the world” stirs intense debate and scruti­ny among experts and laypeo­ple alike. Arti­fi­cial Intel­li­gence (AI) has tran­si­tioned from the realm of sci­ence fic­tion to an every­day real­i­ty, touch­ing var­i­ous facets of life with its cog­ni­tive and automa­tion capa­bil­i­ties. The rapid devel­op­ment of AI, from automa­tion to the prospect of sen­tient machines, presents a piv­otal moment in human his­to­ry. This crit­i­cal junc­ture calls for a deep dive into the impli­ca­tions, eth­i­cal con­sid­er­a­tions, and the poten­tial for a dooms­day sce­nario, where super­in­tel­li­gence sur­pass­es human con­trol.

Reg­u­la­to­ry bod­ies play a piv­otal role in estab­lish­ing and enforc­ing laws that gov­ern AI use, ensur­ing that AI sys­tems oper­ate with­in eth­i­cal and legal frame­works 21. Effec­tive gov­er­nance and account­abil­i­ty also require robust com­pa­ny poli­cies that detail spe­cif­ic AI usage pro­to­cols and ensure com­pli­ance with broad­er leg­isla­tive require­ments 21.

Incor­po­rat­ing a wide range of stake­hold­er inputs, includ­ing non-tech­ni­cal per­spec­tives, is essen­tial for iden­ti­fy­ing and mit­i­gat­ing eth­i­cal, legal, and social con­cerns asso­ci­at­ed with AI sys­tems 22. Challenges in AI Governance

Reg­u­lat­ing arti­fi­cial intel­li­gence (AI) tech­nol­o­gy presents numer­ous chal­lenges due to its rapid devel­op­ment and broad appli­ca­tions. Coun­tries world­wide are striv­ing to design and imple­ment AI gov­er­nance leg­is­la­tion and poli­cies that match the veloc­i­ty and vari­ety of AI tech­nolo­gies 23. Efforts range from com­pre­hen­sive leg­is­la­tion to focused leg­is­la­tion for spe­cif­ic use cas­es, along­side nation­al AI strate­gies or poli­cies and vol­un­tary guide­lines and stan­dards. The lack of a stan­dard approach com­pli­cates the glob­al gov­er­nance of AI, as each juris­dic­tion must find a bal­ance between fos­ter­ing inno­va­tion and reg­u­lat­ing poten­tial risks 23.

Cor­po­rate lead­ers in AI tech­nol­o­gy have also voiced the need for gov­ern­ment reg­u­la­tion. For exam­ple, Sam Alt­man of Ope­nAI has sug­gest­ed the cre­ation of a new agency to license AI efforts and ensure com­pli­ance with safe­ty stan­dards 24. Such inter­na­tion­al efforts are cru­cial for stan­dard­iz­ing approach­es to AI reg­u­la­tion, ensur­ing that nations can col­lec­tive­ly address the chal­lenges posed by AI tech­nolo­gies and use them for shared social good 26.

In addi­tion to these col­lab­o­ra­tive efforts, indi­vid­ual coun­tries have devel­oped their own frame­works to ensure that AI oper­ates with­in eth­i­cal bound­aries. For exam­ple, the EU’s AI Act focus­es on trans­paren­cy, account­abil­i­ty, and eth­i­cal prin­ci­ples to reg­u­late AI sys­tems, aim­ing to posi­tion the EU as a leader in set­ting glob­al stan­dards for AI gov­er­nance 26.
